The College of American Pathologists (CAP) and the National Society for Histotechnology (NSH) have partnered to produce guidelines for Uniform Labeling of Slides and Blocks in Surgical Pathology. We invite CAP and NSH members to participate in the open comment period beginning today through December 6, 2013 to provide feedback about the draft recommendations.
Accurate and precise labeling of paraffin blocks and glass slides is an essential element of
quality assurance and patient safety in surgical pathology. The block and slide labels must unambiguously link a patient specimen to a corresponding diagnosis in the patient’s pathology report. The use of two unique patient identifiers on all patient samples has become routine laboratory practice; however, there are no guidelines regarding the application of this standard to anatomic pathology specimens. Further, there appears to be significant interlaboratory variation in the content of slide and block identifiers and the manner in which these are applied.

NSH & CAP convened an expert panel to address these reasons exploring the scope of various questions.

The expert panel drafted recommendations following a systematic review of peer-reviewed literature and taking into account their expert opinion.  View complete questions and descriptions here.

After consideration of the public comments, further discussion and analysis, the final recommendations will be published in Archives of Pathology &Laboratory Medicine and the Journal of Histotechnology.

At the last minute of Saturday August  31st, , Governor Cuomo signed into law an amendment (A6124) extending the NYS SED limited license deadline (which terminated on 9/1/13)  for another 3 years in order to provide individuals seeking employment in NYS and who do not meet the criteria for licensure, time to complete/meet any educational requirements to obtain the license.  The extension is set to terminate on 9/1/2016. TARGETS CMS

MASSIVE CUTS IN PATHOLOGY/LABORATORY REIMBURSEMENT THREATEN PATIENT ACCESS, JOBS, AND LAB OPERATIONS

ASCP recently urged you to contact Congress about the Centers for Medicare and Medicaid Services’ (CMS) proposed cuts in reimbursement for essential pathology and laboratory services. This follow-up alert now asks you to urge CMS to abandon these harmful cuts in pathology and laboratory payment rates.

The proposed cuts are outlined in CMS’ 2014 Medicare Physician Fee Schedule proposed rule. One of the proposals would cap payment rates for services paid under the Medicare Physician Fee Schedule at rates paid under the Medicare Hospital Outpatient Prospective Payment System. The proposed cuts apply to the technical component and global payments for pathology and laboratory services. CMS estimates the cut in reimbursement for independent laboratories at approximately 26 percent. ASCP is very concerned that cuts of this magnitude could result in significant layoffs and/or the closure or downsizing of some laboratories, thus threatening patient access to important medical services.

ASCP encourages you to use the ASCP eAdvocacy Center to send a quick message to CMS. ASCP has developed a draft letter that you can personalize. Please take a moment to help prevent these cuts from affecting you and your colleagues.

The 2013 Nursing and Allied Health Care Professionals Workforce Survey Report shows that the aging health care workforce and population, combined with health care reform, will increase demand for many health care professionals and expand the roles and necessary skill sets for existing professionals.  The report identifies areas where members are most challenged with recruitment and retention of nurses and allied health care professionals, including physicians, medical assistants, nurse practitioners, and physician assistants.

The 2013 Nursing and Allied Health Care Professionals Workforce Survey Report is consistent with national research showing that demand for health care professionals will continue to increase as more of the population becomes insured and accesses health care.  The aging of some professionals, principally registered nurses and clinical laboratory technologists, will also create more demand in those areas.  More information is needed to better understand the nature of some of the shortages that have been reported, and HANYS will advocate for strategies to address them.

HANYS and the allied associations continue to advocate at the state and federal level to address workforce shortages and prevent harmful mandates and regulations that impede the health care workforce.2013_nursing_allied_workforce_survey_report

CONTACT CONGRESS ABOUT MASSIVE CUTS IN PATHOLOGY/LABORATORY REIMBURSEMENT

THESE CUTS COULD RESULT IN SIGNIFICANT JOB LOSS AND LABORATORY CLOSURES

Massive cuts in payment rates for pathology and laboratory services could occur as a result of a proposed regulation from the Centers for Medicare and Medicaid Services (CMS). CMS is proposing that some pathology and laboratory services would be slashed as much as 50 to 80 percent.

In response, ASCP is urging everyone—not just ASCP Members—to contact their members of Congress as soon as possible.

The proposed cuts are outlined in the CMS 2014 Medicare Physician Fee Schedule proposed rule. The Senate Appropriations Committee is expected to consider the Labor, Health and Human Services (LHHS) bill that will provide fiscal year (FY) 2014 funding for the National Institutes of Health (NIH). Although we don’t know when the House Appropriations Committee will vote on NIH funding, the spending limits in the House Budget Resolution could mean another 18 percent cut for biomedical research – below sequestration! NIH needs $32 billion in FY 2014 to prevent further erosion of the nation’s capacity for biomedical research and provide funding for additional grantees.
